dc.description.abstractDeeply-rooted conviction, gestures, tone, powerful content, knowledge and lively humour, these are some of the obvious things that can be seen and heard when Mayor Herbert M. Bautista delivers his speech. One time I remembered hearing him gave a speech at this office, QCPL. It was still at the old building. It was the first time I actually heard him in person. The speech was in connection with the plan of constructing a modern building for the library. He planned to have an aesthetically spacious building that could entice more clients to come and learn.en_US
