An ordinance requiring noise pollution testing and installation of a muffler or silencer as a condition for the grant of a franchise, permit or license for the use or operation of motorcycle, motorbike or motorized tricycle, whether for private use or for hire, within the territorial jurisdiction of Quezon City, Penalizing violations thereof, and for other purposes.
